Who Sets Washington Ferry Pay, and How High It Goes
Summary
The top crew wage on a Washington State Ferries (WSF) boat belongs to the staff master, the senior captain: $97.52 an hour from July 1, 2026, about $203,600 a year before overtime1. A terminal attendant on probation starts at $29.15 an hour, and a starting shipyard helper at $27.772,3. Once probation ends, crew contracts set one rate per job, so years on the job do not raise the hourly wage2.
Pay is set by bargaining between the state, represented by the Governor, and the ferry unions4. Strikes are illegal, so a neutral arbitrator settles deadlocks4. The Governor can ask lawmakers to fund a deal only if the Office of Financial Management (OFM) director certifies it as financially feasible, and the Legislature then approves or rejects each one as a whole4.
The next contract round is unsettled. Arbitrators gave the three MEBA units, licensed and unlicensed engine-room crew and port engineers, a 0 percent general wage increase for July 20275. On October 5, 2026, 23 engine-room employees called in sick and 13 of 18 boats came off their routes6.
Main points
- Base pay runs from $27.77 an hour for a starting shipyard helper to $97.52 for a staff master1,3. The lowest vessel or terminal rate is $29.15 for a probationary terminal attendant2. Relief masters, relief licensed engineers and relief oilers are paid 20 percent above the regular rate1,7,8.
- Crew contracts have no step ladder. Seniority adds vacation, up to 34 working days a year after 30 years in the deck and terminal contract2. The office staff contract is the exception, with yearly steps up to Step K9.
- Overtime is time and a half in the crew contracts1,2. MEBA (the Marine Engineers' Beneficial Association) says engine-room crews logged about 109,000 overtime hours in 202510.
- The decision chain runs from bargaining to interest arbitration, to submission to the OFM director by October 1 and certification as financially feasible, to a single funding vote in the Legislature4.
- Pensions are outside ferry bargaining, and health benefits are bargained once, as a dollar amount, by a coalition of the ferry unions and the state's general government unions4.
Background
The Black Ball Line, run by Captain Alexander Peabody, held a near monopoly on cross-Sound car ferries in the 1940s12. Black Ball's 70 engineers struck on March 14, 1947, and shut Puget Sound ferry service for six days13. The settlement raised pay an average of 23.8 percent under a new scale13.
HistoryLink says that strike set the state takeover in motion13. The state announced on December 30, 1949 that it would buy most of Black Ball's boats and operations12. Washington State Ferries began service on June 1, 195112.
The Inlandboatmen's Union struck the state system in April 198014. A local timeline lists the strike from April 5 to April 1615. The union's then-president, Don Liddle, said it was fought over part-time hiring, a union hiring hall, and wages that had not kept pace with the cost of living14. He said the three-year settlement brought raises with cost-of-living floors of not less than 9 percent, which he put at more than a dollar an hour14.
In 1981 lawmakers moved ferry pay to a statewide marine classification and compensation plan adopted by the State Personnel Board16. Workers kept the right to bargain over grievances and other personnel matters within the department's discretion16. The law banned strikes and capped union fines for defying an injunction at $2,500 a day16. It was filed on May 19, 1981 without the Governor's signature16.
Ferry workers walked out twice that year. On April 6, 1981, a 12-hour wildcat strike shut all 18 ferries, according to UPI15,17. Governor John Spellman called it "irresponsible" and "illegal"17. A local timeline lists a second wildcat strike from May 19 to May 22, 198115.
Lawmakers reversed course two years later. Chapter 15, Laws of 1983, restored bargaining over wages, hours, working conditions and insurance, and sent deadlocks to binding arbitration18. It kept the strike ban and raised the penalty to $10,000 a day18. It also created a three-member Marine Employees' Commission (MEC)18.
The MEC ran as a separate agency from 1983 to 201119. It then became part of the Public Employment Relations Commission (PERC) and was eliminated in 201319.
How the decision chain works today
Who bargains. The state of Washington is the employer, represented by the Governor or a designee4. The 2006 law, Substitute House Bill (SHB) 3178, gave that role to the Governor in place of the transportation secretary20.
What is on the table. Wages, hours, working conditions and insurance4. Retirement under the Public Employees' Retirement System (PERS) is not bargained4. Health care is bargained only as one dollar amount, through a coalition of the ferry unions and the state's general government unions4.
When. Bargaining starts on or about February 1 of each even-numbered year, and agreements are meant to be done by October 14. Contracts run two years from July 1 of an odd-numbered year4.
If talks fail. Unresolved issues certified by PERC's executive director go to interest arbitration4. The arbitrator must weigh the department's ability to pay, the salary survey, limits on toll increases, the state's ability to keep ferry workers, and total compensation including pensions4. Health care cannot be arbitrated4.
Strikes. The law makes it unlawful for any ferry worker or union to strike or stop work4. A court can fine a union or the ferry system up to $10,000 a day for defying a strike injunction4. The state may not raise pay in response to a strike4.
OFM sign-off. The Governor can send a funding request only if it reached the OFM director by October 1 and the director certified it as financially feasible4. That certification step came from Engrossed Substitute House Bill (ESHB) 3209 in 201021.
The Legislature. Lawmakers approve or reject each agreement or award as a whole4. An arbitration award does not bind the Legislature, and if lawmakers do not fund it, it binds no one4. After a rejection, either side may reopen the deal, or the union may return to mediation and arbitration4.
The salary survey. OFM must hire a nationally recognized firm for a survey of comparable pay and deliver it by April 1 of even-numbered years4. A 2025 law, House Bill (HB) 1264, named the comparison groups for each kind of work22.
Masters and mates are compared with employers in West Coast states and Alaska4. Engine-room workers are also compared with private shipping, British Columbia employers, and East Coast public operators of large double-ended ferries4. Shipyard trades are compared with Puget Sound employers such as the ports of Seattle and Tacoma4.

Port engineers (MEBA), paid monthly: a senior port engineer earns $13,612 a month and a maintenance analyst project engineer $8,89132.
The sources reviewed give no salaries for WSF managers.
The top of the range, and seniority
The highest published crew rate is the staff master's $97.52 an hour, or $146.28 an hour on overtime1. Staff masters are paid 7.2 percent above relief masters, who are paid 20 percent above regular masters1. A master is paid 5 percent above the highest-paid deck job below in the chain of command1.
Experience does not move a crew member up a pay scale. New IBU hires serve six months of probation at a lower rate, then move to the full rate2. Licensed and unlicensed engine-room hires serve five months7,8.
Seniority shows up in vacation. IBU workers get 12 working days at one year, 20 at five years and 34 at 30 years2. Licensed engineers go from 96 hours at one year to 272 hours after 30 years7.
OPEIU Local 8 office staff are the exception9. Ranges start at Step C. An employee hired at the minimum gets a step after six months, then one step a year until Step K9.
Some extra pay rides on credentials. An oiler holding an engineer license gets 10 percent above the oiler rate8. Since July 1, 2025, IBU rates for AB-qualified jobs include a $1 an hour market adjustment2.
The OFM listing the requester supplied covers a different class, Ferry Operator, Senior, range 51E33. It pays $62,880 to $76,608 a year as of July 1, 202633. It is not one of the WSF crew contracts.
Overtime
The Masters, MEBA licensed and IBU contracts pay overtime at time and a half1,2,7. Licensed engineers working past 15 straight hours get two and a half times their rate7. Unlicensed engine-room crew get two and a half times for a third back-to-back shift without a six-hour break8.
A December 2021 report for the Legislature found WSF overtime hours rose 45 percent from fiscal 2013 to fiscal 201934. Overtime costs rose from $5.4 million to $11.3 million over the same years34. Engine-room jobs made up 48 percent of fiscal 2019 overtime spending34.
WSF's January 2020 report found staff chief engineers worked 7 percent of scheduled hours but 14.6 percent of overtime hours35.
MEBA's Winge said engine-room overtime in 2025 was about 109,000 hours, roughly 260 per employee10. A MEBA release carried by the Islands' Weekly said records show annual overtime for the top 25 engineers ranged from 585 to more than 1,504 hours26.
No source reviewed gives last year's earnings for individual crew members, so actual totals with overtime are unknown.
Pensions and health care
Retirement for ferry workers runs through PERS and is not bargained4. ESHB 3209 in 2010 put retirement benefits of any kind outside bargaining21. OFM's 2027-29 cost tables assume an employer PERS rate of 5.04 percent5.
Health care is bargained once, as a dollar amount, by a coalition of all the unions4. ESHB 3209 placed marine employees in that coalition21. The 2027-29 tables keep the split at 85 percent paid by the state and 15 percent by employees5.
Money in the transportation budget
OFM's 2025-27 budget summary put WSF at $794.2 million with 2,019.9 FTEs36. Compensation changes in that summary totaled $28.6 million, the largest being $12.1 million for the IBU contract36.
The same summary added $16.5 million for more deck and engine crew and $13.9 million for training, which also covers overtime during break-in36.
OFM's October 1, 2026 memo prices the 2027-29 ferry awards at $27,702,068 for the biennium5. The memo says the state faces a significant shortfall in 2027-29, which "directly impacted" the choices at the table5.
Raises, 2023 to 2029
- 2023-25: IBU 8 percent then 6; MM&P masters 6 then 5; MEBA licensed 5 then 4; MEBA unlicensed 7 then 537
- 2025-27: most marine units 4 and 4; Metal Trades 6 and 4; OPEIU 3 and 3; SEIU Local 6 2 and 538
- 2027-29, awarded but not yet funded: MM&P 4 and 4; Metal Trades and Carpenters 4.5 and 4.5; FASPAA 3 and 2; OPEIU 3 and 35
- 2027-29 for the MEBA units: 0 percent general increase in July 2027, with a reopener for the following year5
- 2027-29 for the IBU: 0 percent, but the raise is tied to the mates' rate, so it becomes 4 and 4 if the MM&P award is found financially feasible5
Staffing and cancellations
WSF says its boats must meet Coast Guard crew minimums, and an unfilled engine-room post keeps a boat at the dock39. A MEBA spokesperson said the Coast Guard requires at least 200 engineers and oilers a day and that WSF needs 400 engine-room employees27.
The Port Townsend Leader, citing WSF data, reported 3,518 canceled sailings in 2023, about 46 percent from crew shortages40. WSDOT counted 2,620 cancellations in 2024 and 2,222 in 2025, the lowest since 202041. It said crew-shortage cancellations saw the biggest drop41.
WSF lost 132 workers to the 2021 COVID-19 vaccine mandate, according to KIRO 742. A December 2021 report to the Legislature counted 120 separations for noncompliance plus 46 retirements in the same quarter, with engine-room workers 55 percent of the noncompliance separations34.
WSF chief of staff Nicole McIntosh said in February 2025 that 18 percent of WSF employees were nearing retirement43. MEBA's Winge said in 2024 that half the engine-room crew would be up for retirement in 202740.
Arguments that ferry pay is too high or poorly controlled
The Herald reported in March 2010 that WSF paid nearly $6.4 million in travel reimbursements to 700 of its 1,700 workers in 200944. Then-Senator Mary Margaret Haugen said, "We can't afford to keep paying this"44. Transportation Secretary Paula Hammond said the 2009 total was historically high44.
In January 2011, Haugen and other lawmakers proposed capping ferry overtime at time and a half and requiring eight-hour shifts45. Haugen said ferry employees were held to very different standards than other state workers45.
Later in 2011 ferry workers ratified a contract with a 3 percent pay cut for two years and cuts to overtime and travel pay, expected to save about $10 million a year46. That followed a study the year before that called ferry workers overcompensated relative to other state workers, according to the same account46.
An Everett Herald editorial in January 2011 quoted Representative Norma Smith saying labor made up 69 percent of the ferry operating budget47. In 2017 the Washington Policy Center, a market-oriented think tank, said KING 5 found WSF paid workers back through other means, costing taxpayers the $10 million it promised to save48.
WSF itself pointed to overtime during the October sick-out. It said chief engineers have a $157,000 base and can earn more than $350,000 a year with overtime, plus leave and retirement accrual; the Vashon Beachcomber reported the figure as applying to staff chief engineers6,39. WSF did not say how many earned that or in which year.
Arguments that pay is too low or that staffing is the problem
Cascade PBS reported in 2024 that, under the contracts then in force, masters earned 19 percent more than chief engineers and mates 13 percent more than assistant engineers49. MEBA said in June 2026 that a gap of roughly 20 percent remains10.
MEBA's Rexha said a lack of engine-room crew is the top cause of canceled sailings and low pay is the top cause of short staffing11. Winge said pay is higher in the private sector and in other ferry systems10.
In a June 2026 survey of about 85 engine-room crew, MEBA said 60 percent were likely to retire or leave10. More than 42 percent said they had canceled time off because of short staffing or overtime26.
Cascade PBS reported that the state's last 2024 offer to the engineers and oilers was 5 percent over two years49. The arbitrator gave them the same 4 percent a year as captains and mates, keeping the gap38,49. In the port engineers' case, arbitrator James Lundberg wrote that other units settling at 4 percent "creates a compelling argument"50.
This year's salary survey is in dispute26. Fey, quoted in the MEBA release, said it "does not sufficiently follow the direction in HB 1264"26. MEBA says it left out private shipping and East Coast ferry operators26. The Stand, the state labor council's publication, reported that MEBA petitioned Pierce County court over the survey and OFM moved to dismiss51.
The October 2026 sick-out
On October 5, 2026, 23 engine-room employees called in sick and every qualified replacement declined the shifts, WSF said39. KOMO reported 13 of 18 ferries, or 72 percent of the fleet, out of service52. WSF said all were MEBA members6.
WSF spokesperson Justin Fujioka said WSF did not know whether the absences were coordinated39. Governor Ferguson said he was meeting with WSF officials6. The state law bars any strike or work stoppage, and no source reviewed reports legal action4.
Where sources disagree
Chief engineer pay. The Vashon Beachcomber reported WSF's $157,000 figure as the base for staff chief engineers39. KUOW quoted WSF's statement as covering chief engineers6. The contract puts a staff chief engineer at about $170,000 and a chief engineer at about $130,6007.
Size of the pay gap. MEBA cites roughly 20 percent10. At July 2026 contract rates, a master's wage is about 21.2 percent above a chief engineer's, and an AB's about 13.2 percent above an oiler's1,2.
Cause of cancellations. MEBA said in August 2024 that at least half came from the short engine-room workforce53. WSF said in October 2026 that it has enough employees at the start of each season to staff scheduled boats, plus some relief workers39.
Vaccine-mandate losses. KIRO 7 reported 132 WSF departures; the December 2021 report counted 120 noncompliance separations plus 46 retirements34,42.
2023-25 raises. OFM's summary lists 8 percent then 6 percent for the IBU37. The Seattle Times reported about 5 percent a year for all union ferry workers, with 8 percent for IBU shoreside workers54.
Open questions
- Will the OFM director certify the MM&P award, and so trigger the IBU's raises5?
- What will the engine-room wage reopener produce by its September 30, 2027 deadline5?
- What did crew members actually earn last year with overtime? No public source reviewed has these figures. A public records request to WSF for earnings by job class would settle it.
- How did the Pierce County court rule on MEBA's salary-survey petition?
- Will the state seek an injunction if the call-outs continue?
